Purpose

The Water Administration Billing Department is responsible for calculating water/sewer and garbage service charges. The department has two full-time clerks and two meter readers.

Establishing Service

To establish water, sewer and garbage service, contact the Water Administration Billing Department for information. You will also need to pay a service deposit. This can be done at City Hall, 1018 Dallas Street, South Houston.

Paying Your Bill

For your convenience, there are several options for paying utility bills. 

Pay by Mail

Whenever possible, please mail in your payment along with the payment stub included in your bill. Please include your account number on your check and send the payment to the address provided.

City Hall

Utility bills can also be paid at City Hall at the Water Administration Billing Department window. Payments are accepted from 7:30 am to 5:15 pm. Mondays through Thursdays and 7:30 am to 11:15 am on Fridays inside City Hall or at the drive-up window. A drop box is also available for payments made after hours.

The City of South Houston also now accepts bill payments by credit or debit cards.

Online Payments

Online payments can be made by visiting The Payment Group website.

Directions are simple, when you get to the payment page, choose to Pay My Utility Bill and follow the directions step by step. You will need your account number. If there are late fees, you must edit the amount due to reflect the additional fees.

You may also pay your South Houston water bill at the following locations between the 1st and 10th of each month:
